I have been working for Lionbridge Technologies from 1998 and acting as Vendor Manager since 2004. I moved to Seattle as Vendor Manager since 2007, providing outsourcing planning, execution and controlling for many multilingual major clients/accounts. Before that I worked as Language Manager and then Vendor Manager for the same company's China office in Beijing, since 1998. I am a PMP since 2006 and now part of a lean six-sigma project team for optimizing a global account's outsourcing result. Recruiting, contract negotiating, data analysis, project management, payment, quality & performance monitoring, capacity planning, cost control and creative thinking to fulfill specialized business needs are all part of my daily tasks.

JOB DESCRIPTION
As a global escalation point for all Asian languages into US English outsourcing from all LioNBRIDGE production centers; then since 2011 changed to languages of limited diffusion in Americas and Oceania, e.g. Maori, Quechua, Inuktitut, etc. and as Vendor Mgr. for Bellevue site, my primary role include:
1) Develop and qualify external resources for Asian into US English language pairs, to secure the capacity for all clients requirements (esp. Microsoft, Google and Dell); Allocate Asian into English projects to suitable resources from all LioNBRIDGE sites, and support during execution.
2) Develop and qualify external linguists for into long tail languages and communicate with Ops. team about challenges, limitations and cost-level in such markets, to help set reasonable client expectation; Allocate projects from all LioNBRIDGE sites to suitable linguists and support during outsourcing.
3) As the escalation point for both external-resource and internal LioNBRIDGE operations, responsible for maintaining good commercial relationship with vendors, pricing and contract management, payment tracking and performance review, daily troubleshooting, etc.
4) Ensure projects managed by Bellevue office (all languages, incl. DTP and Multimedia tasks) are efficiently outsourced (quality, cost and capacity) with good KPI (Key Performance Index).
5) Currently working as a member of the Lean Six-Sigma projects for reducing outsourcing cost from a strategic multilingual program.
PERFORMANCE
1) Qualified dozens of external partners for most Asian languages (CCJK, Thai, Malay, Viet, etc.) into US English, both in local Asian countries and in European/America, who are working with various Lionbridge sites all over the world; Developed a few long tail language experts who worked on big technical software programs.
2) Always provided the support timely and appropriately to find the best solution (resource requests, special requirements, contracts, payments, capacity tracking, etc.). My involvement is highly appreciated both by LioNBRIDGE project teams and external resources.
3) Has been successfully working between adequate external resources and Lionbridge Global PMs for challenging accounts like: Google (50+ languages managed by 3 hubs for East European/West European and Asian languages), we have been awarded by corporate for excellent performance; DELL (30+ languages), Adobe (20+ languages), LRN Legal (46 languages for legal/management content), Pokeman Game (8+ languages for video games); VMWare/EMC (10+ languages) and many other accounts.
4) Also as a leader for Vendor Management initiative – eliminate waste in routine tasks, improve team efficiency by implementing LEAN Six-Sigma methodology.
5) Successfully implemented the DTV (Direct-To-Vendor) process to Bellevue office that had been worked only with I/C (Intercompany) model before. With my consultancy and support for many related processes (Translation Unit, Language Quality Inspection, Language Matrix, Vendor Corrective Action, etc.), the operation team can now outsourcing with better quality, lower cost and reliable capacity in a stable way.
6) Conducted monthly outsourcing analysis to identify red flags like outsourcing to expensive vendors, or wrong locales, or 100% rely on one agency for a language, or per account request, to improve the outsourcing and provide better alternative in a long-run with improved gross margin. This report is also our basis for annual performance review toward top partners.
7) Successfully negotiated with many vendors for rate reductions during economic slowdown, for big programs-specific pricelist, for volume discounts, and for PO-level discount.

1) Expand Chinese (all variants) capacity to secure the capacity for all clients requirements (esp. Microsoft)
2) As the escalation point for both external-resource and internal LioNBRIDGE operations, responsible for maintaining good commercial relationship with vendors, pricing and contract management, payment tracking and performance review, daily troubleshooting, etc.

PERFORMANCE
1) Developed external partners for whole L10N cycle for 3 Chinese variants, to secure capacity, reduce cost and assure good quality deliverables to LioNBRIDGE. Within 2 years, qualified more than 60 new CS resources with 7M words monthly capacity; 20 new CT resources with about 2M words monthly capacity; 4 new CT-HK resources with about 250kw monthly capacity. More than 90% of these resources are available for all LB sites, and successfully passed standard MS test kit.
2) Always provided the support timely and appropriately to find the best solution when the issue has been reported (resource requests, special requirements, contracts, payments, capacity tracking, etc.). My involvement is highly appreciated both by LioNBRIDGE project teams and external resources.
3) Has succeeded to allocate the adequate resources for challenging MS Yukon Chinese (Traditional, Simplified, Russian) project, MS Axapta (Chinese and Thai), MS Reverse Auction projects (20+ languages), Pearson MBA courses, Harvard MBA courses, Google (8 Asian languages), Oracle, HP, Nokia, Novell, Yahoo! FIFA2006 program and many others.
4) Also participated in developing other L10N resources like DTP, engineering, audio, linguistic testing and LifeSci resources. I also posted Chinese to English Localization Guideline to LioNBRIDGE sites that clarifies differences among variants of 3 Chinese and helps other sites to manage Chinese to English requests more efficiently.
5) With corporate strategy to have China as a GDC (Global Delivery Center) that can work as GPM for multilingual projects, I worked very hard to transfer CS work from DtV(direct to vendor) model to Interco model effectively, supported Beijing to grow from LPM site into a GPM site for many multilingual projects. In the mean time, analyzed the capacity demands of other language pairs like German/French/Spanish/Japanese into Chinese, and Chinese into English/Korean/Japanese, qualified about 10 new partners accordingly for projects in Y2006.
